Westchester County Executive Rob Astorino announced that a bipartisan group on the county Board of Legislators passed the $1.75 billion spending plan, which, for the fifth straight year, does not raise the property tax levy, and also contains no layoffs and maintains and improves the delivery of essential services. "This is a smart and responsible budget that protects the interests of all county residents," said Astorino.
