Westchester County Executive Robert P. Astorino announced that a bipartisan group on the county Board of Legislators passed the $1.75 billion spending plan, which does not raise the property tax levy for the fifth year in a row, contains no layoffs and maintains and improves the delivery of essential services. "This is a smart and responsible budget that protects the interests of all county residents," said Astorino.
