Should Greenburgh Ban Plastic Bags?

Greenburgh is considering whether to ban the use of plastic bags in the town, and according to Town Supervisor Paul Feiner, there is a recommendation from the Conservation Advisory Council not to ban but to charge a fee to discourage their use.
