7 Westchester communities have 'exclusionary' zoning, housing monitor says

Seven towns and villages in Westchester have zoning that perpetuates segregation by blocking blacks and Hispanics from moving in and should be considered exclusionary under state and federal law, the monitor in the county's fair housing case said in a report released Wednesday.
